DRAFT ENVIRONMENTAL ASSESSMENT

In accordance with the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. § 4321 et seq., the Council on Environmental Quality (CEQ) regulations, 40 C.F.R. Parts 1500-1508, and Section 106 of the National Historic Preservation Act of 1966 (Section 106), 54 U.S.C. § 300101-307108, notice is hereby given that Harvey Field (Airport), in Snohomish, Snohomish County, Washington, through Ms. Kandace Harvey (Airport Owner), has prepared a Draft Environmental Assessment (Draft EA) to evaluate the potential environmental impacts of project improvements to the airfield (Proposed Project). The FAA is the lead federal agency to ensure compliance with NEPA for airport development actions and the Draft EA has been prepared under the supervision of the FAA. The purpose of the Proposed Project is to meet current FAA standards and includes:
• Changing from a two parallel runway system (one paved and one grass) to one paved runway
• Constructing a 2,400-foot asphalt runway 75 feet wide
• Removing the existing runway and constructing a new parallel taxiway
• Installing a retaining wall with water passage infrastructure (i.e., box culverts)
• Relocating Airport Way
• Relocating navigational aids and runway/taxiway lighting and fencing
Pursuant to the requirements of Section 102(2)(c) of NEPA, the Draft EA presents the potential environmental impacts of the Proposed Project and its alternatives. It also includes FAA’s findings on potential impacts to Section 106 resources. The Draft EA has been prepared in accordance with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. Pursuant to the federal Magnuson-Stevens Fishery Conservation and Management Act, Clean Water Act, Coastal Zone Management Act, Executive Order 11990, Protection of Wetlands, and Executive Order 11988, Floodplain Management, the Draft EA includes an analysis of reasonable alternatives, potential impacts, and mitigation measures, as appropriate.
Draft EA Availability. The Draft EA will be available for public review and comment beginning on April 12, 2024. The Draft EA will be available in electronic format on the project website: https://harveyfield.mysocialpinpoint.com/en/home/. A printed hard copy will be available at the Snohomish Library (311 Maple Ave Snohomish, Washington 98290-2525) and the Harvey Field Administration office during normal business hours (9900 Airport Way, Snohomish, WA 98296).
Public Meeting. A public meeting will be held to provide an opportunity for interested members of the public to receive information on the Proposed Project and the environmental analyses contained in the Draft EA. The public meeting will be on Tuesday, May 14, 2024, 6:00 PM – 7:30 PM (Pacific Daylight Time) at the Harvey Field Hangar 15 Event Center, 9900 Airport Way, Snohomish, WA 98296. No decisions on the Proposed Project will be made at the public meeting. Official comments on the Draft EA must be submitted in writing as described under “Comments” below.
Comments. Comments on the Draft EA will help FAA in making an informed decision about the Proposed Project. Written comments can be submitted by U.S. Mail to Ms. Cynthia Hendrickson, Airport Manager, 9900 Airport Way, Snohomish, Washington, 98296. Written comments may also be submitted through the project website at: https://harveyfield.mysocialpinpoint.com/en/home/ or via email to: cyndyh@harveyfield.com. Handwritten and emailed written comments, as well as comments through the project website must be received by 5:00 PM (Pacific Daylight Time) Friday, May 24, 2024 to be considered.
Before including your address, phone number, e-mail address or other personal identifying information be advised that your entire comment – including your personal identifying information may be made publicly available at any time. While you can ask us in your comment to withhold from public review your personal identifying information, we cannot guarantee that we will be able to do so. Substantive comments received on the Draft EA, and the responses to those comments will be disclosed in the Final EA.
The FAA encourages all interested parties to provide comments concerning the content of the Draft EA. Comments should be as specific as possible and address the analysis of potential environmental impacts and the adequacy of the Proposed Project or merits of alternatives and the mitigation being considered. Reviewers should organize their participation so that it is meaningful and makes the FAA aware of the viewer's interests and concerns using quotations and other specific references to the text of the Draft EA and related documents. Matters that could have been raised with specificity during the comment period on the Draft EA may not be considered if they are raised for the first time later in the decision process. This commenting procedure is intended to ensure that substantive comments and concerns are made available to the FAA in a timely manner so that the FAA has an opportunity to address them.
